Tab switcher painting bugs with multiple incognito windows

What steps will reproduce the problem?
(1) Open a few regular tabs with various websites.
news.ycombinator.com
jsbin.com
news.google.com
cnn.com
(2) Open 10 incognito tabs.
(3) Scroll the incognito tabs and notice the regular tab previews blink, go blurry, or go blank.

Probably an issue with VisibilityComparator in StackLayoutBase

I think this bug will become obsolete if we end up shipping the horizontal tab switcher (crbug.com/831359)
