Issue descriptionThis issue requires: - adding the file itself, based on https://docs.google.com/spreadsheets/d/1c7O3fJ7aTY92vB5Dfyi_x2VYu4eFdeEeNTys6ECOviQ/edit#gid=0 - adding code to read the file, and use this when deciding what do for new failures when automatically updating imported w3c tests.
