toolchain waterfall buildbots need to be configured with paygen=True

Issue description

The gcc-toolchain-group, llvm-toolchain-group and llvm-next-toolchainp-group on the chromeos waterfall need to have their configuration changed to  include paygen=True, so that they generate the files necessary to run the au_paygen_canary test suite (currently they are trying to run the suite and  it consistently fails for lack of appropriate files/configuration).

[toolchain  builders] Fix HWTest failure.

The toolchain waterfall builders (gcc-toolchain-group,
llvm-toolchain-group, llvm-next-toolchain-group) have all been
unsuccessfully trying to run the au_paygen_canary HWTest.  Their
configurations were not correct for this test.  This CL fixes
that (sets paygen=True & adds 'release' to their images).

It turns out that we should not be running paygen tests -- problem with signing images.
