Apps on shelf don't overflow correctly when switching to portrait mode

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS armv7l 8481.2.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2773.3 Safari/537.36 Platform: 8481.2.0 (Official Build) dev-channel veyron_minnie Steps to reproduce the problem: 1. Put many apps to fill shelf in landscape mode 2. rotate to portrait mode 3. check overflow menu for apps What is the expected behavior? All the apps that no longer fit in landscape mode should be available in the up arrow overflow menu. What went wrong? The overflow menu can't display more apps than will fit in the overflow shelf, which, since it start to the right of the up arrow, is very limited. The overflow menu needs to be able to display to the left and right to allow all apps to be visible and accessible. Did this work before? No Chrome version: 53.0.2773.3 Channel: dev OS Version: 8481.2.0 Flash Version: Shockwave Flash 22.0 r0 Another option would be to allow the overflow apps bar to be swiped left or right.
