Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.0 Safari/537.36 Steps to reproduce the problem: 1. Delete profile directory and launch chrome 2. Or, just add a new profile What is the expected behavior? What went wrong? An amber warning icon appears in the menu button and it says "Google Docs Offline requires new permissions" / [Re-enable] / [Remove from Chrome...]. This is weird and annoying. If ignored, upon restarting Chrome again the extension is automatically enabled. WebStore page: Did this work before? Yes 51 stable Chrome version: 53.0.2785.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: I also got it to say "Another program on your computer added an extension that may change the way Chrome works." for the docs offline extension just once, but I cannot repeat this.

Can't reproduce. (The initial startup seems pretty weird to me, but there's not much I can give in terms of an actionable bug report. Namely, the Docs extension appears right away, while Docs Offline, Sheets, and Slides take much longer to show up, and in several attempts with a new data dir never appeared. Additionally, Docs Offline sometimes gets a toolbar button and sometimes doesn't, but that might be by design and not a glitch, I really have no way of knowing. Also, this machine is behind a proxy, but I recall that that had no effect when I first reported this.)
