Chrome should not offer to save passwords if it cannot do so |

Issue description(1) When Chrome is closed, lock the Keychain. (2) Start Chrome, refuse to unlock the Keychain. (3) Try to save a password at https://rsolomakhin.github.io/autofill . Expected: Chrome should know the locked Keychain prevented it from working and not offer to save the password. Actual: Chrome offers the user to save the password, but then cannot deliver, because the Keychain is locked, and hence fails silently.
