Regression:Browser doesn't toggle to full screen mode on pressing F11 for "Black menu for Google" extension

Chrome Version:Chrome Version: 53.0.2785.0 Revision 68623971be0cfc492a2cb0427d7f478e7b214c24-refs/heads/master@{#403382}
OS: Windows(7,8,8.1,10)

Test url:https://chrome.google.com/webstore/detail/black-menu-for-google/eignhdfgaldabilaaegmdfbajngjmoke?hl=en

What steps will reproduce the problem?
(1)Launch chrome, navigate to above url and click on 'ADD TO CHROME'
(2)Now click on the extension icon which is present on browser action container and press F11.
(3)Observe.

Actual:Browser doesn't toggle to full screen mode on pressing F11.

Expected:Browser should toggle to full screen mode on pressing F11.

This is  a Regression issue broken in M-50,below is the Narrow bisect info:

1.Above issue is not reproducible on Mac and Linux.
