Regression: Incognito icon is not visible on Tabstrip after applying ’Calendar Theme’.

Issue description

Chrome Version:53.0.2785.0 Revision 68623971be0cfc492a2cb0427d7f478e7b214c24-refs/heads/master@{#403382}
OS: Mac Pro(10.10.5, 10.11.4)

Test Url: https://chrome.google.com/webstore/detail/calendar-theme-inspired-b/dbhckmakhfceadaocgmgblaccdnjgaka?hl=en

Pre-condition: Install ‘Calendar theme’ using above url.

What steps will reproduce the problem?
1. Launch chrome, open Incognito window and observe R.H.S of the tabstrip. 

Actual: Incognito icon is not visible after step 1.
Expected: Incognito icon should be visible.

This is regression issue,broken in ‘M 51’ and below is narrow bisect:

Privacy FYI, because of the potential user confusion about whether a window is Incognito or not.

I don't know if this is still happening, but I guess the issue is the Incognito icon always using white. It would be good to see what Windows does in this case.
