Regression: Unwanted horizontal scrollbar is seen in manage language overlay after closing devtools and navigating back to manage language overlay.

OS: Ubuntu 14.04
What steps will reproduce the problem?
(1)Launch chrome>>Navigate to chrome://md-settings/manageLanguages page>>Open devtools, emulate, close devtools and click on back arrow in manage language overlay.
(2)Now again navigate to manage language overlay and observe horizontal scrollbar.

Expected:No such unwanted scrollbar should be seen.

Actual:Instead unwanted horizontal scrollbar is seen in manage language overlay  after closing devtools and navigating back to manage language overlay.

This is Regression issue will update the bisect info soon.

Somehow I was unable to reproduce this on Mac OS 10.11.5 as per the above repro steps on mac OS 10.11.5, chrome version: 53.0.2784.1 but could repro on Windows with the same chrome version.

Added few more steps to reproducible scenario as it is very inconsistently reproducible and bisected the issue.

1.Navigated to chrome://md-settings/manage Languages page.
2.Not observed any horizontal scroll bar.
3.Opened dev tools, selected emulate mode and closed dev tools.
4.Clicked on back arrow in manage language overlay and not observed horizontal scroll bar.
5.Again navigated to chrome://md-settings/languages page and observed horizontal scroll bar which should not be seen.
