Non-Regression: Unnecessary focus is seen on Downloads option in store management settings

Version:53.0.2784.1/8529.0.0 (Official Build) dev-channel Daisy, Peppy

What steps will reproduce the problem?
(1) Sign in to user>> go to settings>> go to device settings>> go to store management
(2) Click on Downloads option>> so that Files.app gets opened>> close that and observe Downloads option

Expected: Unnecessary focus should not be seen on Downloads option after closing the Files.app

Actual: Instead Unnecessary focus is seen

Note: If it is showing the correct behavior, then the 2 options under the Downloads option should show the same behavior, but Unnecessary focus is not seen on Offline files and Browsing data options

This is a Non-Regression issue as store management feature in Chrome://settings is introduced in M53 recently

Able to reproduce the issue on chrome(peppy) M53-53.0.2784.1/8529.0.0 dev-channel by followings steps mentioned in the original comment.

Removing stale milestone. Note: this probably isn't worth fixing in the old settings at this point, feel free to close as WontFix and focus on migrating these settings to MD Settings.
