Notification center seen on Lock screen and clicking on it causes browser crash

What steps will reproduce the problem?
1. Short press on power key to switch to Lock screen
2. Observe shelf

What is the expected output?
Notification center should not be present

What do you see instead?
Notification center is present and clicking on it causes browser crash
