WebRtcGetUserMediaBrowserTest.GetUserMediaWithMandatorySourceID flaky in Windows Clang debug builds |

Issue description(See the blocked bug.) content_browsertests's WebRtcGetUserMediaBrowserTest.GetUserMediaWithMandatorySourceID has been failing flakily on Windows Clang debug builds lately. I don't think there's anything we could have done in Clang to cause this, and the tests in this file seem to have a history of being flaky. WebRTC folks: any idea what's going on here or how we can debug it? The test passes reliably on my machine so I'm not even sure where to start.
