Testers (e.g. sontis@, helenzhang@) can not run 'atest' command

Issue description

Output from sontis@:

$ atest label add manual_platform -m chromeos1-row1-rack3-host6

Invalid server name http://localhost: HTTP Error 500: Internal Server Error

usage: atest label add [options] <labels>


Output from helenzhang@:
$ ./atest label add manual_platform -m chromeos1-row1-rack3-host6

Invalid server name http://localhost: HTTP Error 404: Not Found

usage: atest label add [options] <labels>

The commands shouldn't be going to localhost.  There's something
wrong with the setup.

Sridhar and Helen, please let us know if you have issues in following the setup. You might have missed some step or being unable to setup.
Status: WontFix (was: Untriaged)
Closing out.  Note that Infra>Client>ChromeOS doesn't support
running commands like 'atest' outside of a setup created using
the instructions in c#1.
