Set a timeout on gnumbd builder on chromium.infra.cron

we want to timeout gnumbd and force quit if it takes too long.

context: by design gnumbd recipe jobs only last for 10 minutes, so if it goes over 10 minutes (11 minute?) we know something is ghastly wrong and we should kill it with fire.

Gnumbd is dead, replaced by go/git-numberer which doesn't have this problem in issue 626103
