Chrome hangs on large web pages when accessibility services are turned on

Issue description

Version: latest Canary builds as well as Chrome 51
OS: Android (L, M, N)

What steps will reproduce the problem?
(1) Open Chrome and load http://www.blindcooltech.com. Browse the page and notice how responsive the browser is.
(2) Leave the browser/page open and head over to Settings -> Accessibility -> TalkBack, turn it on.
(3) Return to the browser and attempt to browse the page. Notice how sluggish the browser becomes and eventually hangs.
(4) Suspend TalkBack by pressing two volume keys at the same time. Browse the page and notice that the sluggishness persists.

What is the expected output?
The page should be as responsive as it is without accessibility services running.

What do you see instead?
Chrome becomes very sluggish and eventually hangs on large pages, like www.blindcooltech.com.
