Promote four stable tests from suite:regression to suite:bvt-perbuild

Move the following four tests, which have proven stable in the regression suite over the last few months, from suite:regression to suite:bvt-perbuild.

1) policy_ImagesAllowedForUrls
2) policy_ImagesBlockedForUrls
3) policy_URLBlacklist
4) policy_URLWhitelist

Promote four stable policy_* tests to bvt-perbuild suite.

Move the tests from suite:regression to suite:bvt-perbuild.
Also, fix some minor typographical errors, and change '' to None in two tests.

BUG= chromium:624940 
TEST=Run test_that for each test.
