Steps to reproduce the problem:
1. Using the attached document as a starting point select text on either side of the select list.
2. Move the selection handles so that they encompass the select list 
3. Tap on the select list a few times.
4  Try to select anything using touch
5. You may need to repeat the selection process a couple times.  

What is the expected behavior?
Touch should continue to work after dragging the selection over a select list

What went wrong?
Touch stops working.

This issue is also reproducible on the latest v53 dev channel on ChromeOS. This was also an issue with Chrome 51 on windows touch, but it seems like it has been fixed with 51.0.2704.106 m.
