update_engine: Send X-GoogleUpdate headers on Omaha requests

These headers are used by Omaha to identify clients before parsing the actual XML request.

Implemented upstream here: https://android-review.googlesource.com/#/c/244760/

We can either cherry-pick that CL (if applies cleanly) or fix  issue 614164  and land a git merge CL with all the upstream fixes (recommended). See also b/28823234

This was fixed a couple of months ago. We should be now sending these X-GoogleUpdate headers.
