crosbolt_arc_perf_nightly stops scheduled since 6/29

The crosbolt_arc_perf_nightly suite stops scheduled since 6/29. Searched the jobs on the cautotest site:

I checked other suites, like crosbolt_perf_nightly, working fine.

There's been a canary outage since before 6/29; there's been
no builds, and therefore nothing to test.

Once the canaries are back, we can see whether this is caused
by some other problem.

Correct, because we had a gclient issue in sync chrome stage, this failed all chrome PFQ and canaries builds. The nightly job should be back tonight mtv time.
