can't log in with my chromium account (philipchen@chromium.org), account locked out

What steps will reproduce the problem?
(1)I don't have a second step verification on my chromium account, so my account is locked out.
(2)Unable to add second step without having one to sign into the account

Please provide any additional information below. Attach a screenshot if
possible.
