"Show Home Button > Other URL" text field left/right arrow are broken

When typing in the "Other URL" text field, the left and right arrow keybindings, instead of moving the text cursor, change which item is selected in the radiobutton (!), which makes it more or less impossible to modify existing text with the keyboard.

@dschuyler is this a common issue with textboxes? I know the "Other URL" textfield in particular has quite a few issues.

It's a problem (afaik) with the paper-radio-group grabbing
the events. This issue is related (same cause) as the bug 
621480.

I believe it is an issue with having a text field located 
within a paper-radio-group (which is very rare).
