Downloads menu item is still enabled even though there were no downloads to show

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Open up chrome and click on the Customize and control Google Chrome icon and click on Downloads menu item to check for the downloads. 
2. There were none, I guess I had cleared them all.
3. 

What is the expected behavior?
Downloads menu item should have been disabled when there were no downloads to show.

What went wrong?
Downloads menu item was still enabled even though there were no downloads to show. I wanted to check for the downloads and so I clicked on the Downloads menu item and then came to know that there were no downloads after landing on the Downloads page. 

Did this work before? N/A

Downloads menu item may be made to open downloads folder directly when there are no downloads to show on the downloads page in case if the menu item should not be disabled.
