flood fill ripples should layer on top of hover effect instead of replacing it |

Issue descriptionInstead of clearing the hover and then starting the flood fill ripple, we should be leaving the hover effect intact one way or another. See attachment, which is part of one of sgabriel's mocks. I think this applies everywhere we use the flood fill effect (bookmark bar, download shelf, text buttons, etc.)
