All canaries should have a blamelist

atm only the master canary this. This makes debugging canary failures much harder than it should be.

On the master, we link out to the blamelist during ManifestVersionedSync stage. Not sure why we don't like to it on slave builds as well.

Might be a simple fix. nxia@ care to take a look?
