Autofill: Trying to fill Virginia will match West Virginia in a dropdown

Issue description

Because we use substring matching as a last resort, "West Virginia" will be matched when trying to fill the state "Virginia" in a dropdown, but only if Virginia is absent. This is an unfortunate side effect of the permissive rules. 

In reality should happen pretty rarely. See autofill_field_unittest.cc
