Regression: On deleting second user profile from Switch person window, unnecessary first profile window launches.

OS: Mac (10.11.4, 10.11.5)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings and add a new user (Person 2) and close the first user window.
2) In Person 2, click on avatar icon and select Switch person option.
3) In Switch person window, remove Person 2 and observe.

On removing Person 2, first person window launches. 

On removing Person 2, first person window should not launch. 

This is a Regression issue broken in M-44, below is the bisect info

Changing to P2 - If this has been in since M44 it's obviously not that big a deal.

What leaves you to say that, upon removing Person 2, the 1st person window should not launch? We generally want to always have a profile browsing window open if available (e.g. not all profiles are locked); if there's only one Profile on the system, then opening the Person 1 profile seems logical to me.
