Regression: Unwanted grey color for header/control bar is seen after in fullscreen mode at youtube.com.

Chrome Version: 53.0.2784.1 (Official Build)a3811e84d79ba6e2b05e98fae2dc0c4d47ad6517-refs/branch-heads/2784@{#2}
OS: Mac OS, Retina (10.11.4)

Steps:
1. Launch Chrome and navigate to youtube.com.
2. Play any video, click on fullscreen icon and observe.

Actual: Unwanted grey color for header/control bar is seen after toggling to fullscreen mode.

Expected: No such grey color for header/control bar should be seen after toggling to fullscreen mode.

This is a regression issue broken in M-53, below is bisect info.

Good build: 53.0.2782.0
Bad build: 53.0.2783.0

Narrow bisect:

1. This is Mac specific issue, seen only on laptop devices and not seen on Windows and Linux OS.

M53 is branched today (2785) and will be promoted to Beta this month.Your bug is labelled as Beta ReleaseBlock, pls make sure to land and merge the fix to M53 branch 2785 by 5:00 PM PST on Friday 07/22 (sooner the better so it gets chance to bake in M53 dev releases it self). Thank you.

fsamuel: The CL you linked has been reverted, but was likely responsible. I can't reproduce this on latest canary: 54.0.2790.0
