Regression: Unnecessary horizontal scroll bar appears on download page after zooming in

Issue descriptionChrome Version: 53.0.2784.0 (Official Build) 642ae4ba1dc7b04a1d480d733cdced28de720e00-refs/heads/master@{#403038} (32/64-bit) OS: Windows(7,8,8.1,10) Steps: 1. Launch chrome and press Ctrl+J. Download at least two files. 2. Zoom in at 110%. Observe. Actual : Unnecessary horizontal scroll bar appears at the bottom of the page. Expected: Unnecessary scroll bar should not appear at the bottom. This is a regression issue broken in 'M-53' and below is the Manual Regression range. Just to update: Still able to repro this issue on Windows 7 for Chrome Canary Version - 54.0.2787.0
