No snippets fetched on fresh install |

Issue descriptionReproducible on dev channel. Steps to reproduce: 0. Make sure the device is connected to wifi. 1. Uninstall dev chrome. 2. Install dev chrome. 3. Sign in to personal Google account (all default settings e.g. sync enabled). 4. Override flags to enable snippets. 5. Open NTP. Result: a single card is shown: "All Read\nMore cards will appear when the time is right". UMA metric "NewTabPage.Snippets.NumArticlesFetched" doesn't even show up. Waiting doesn't solve the problem. Opening more NTPs or restarting the browser doesn't solve the problem. Once "Reload" is pressed, the issue doesn't reproduce (not even on restarts of the browser), presumably because of the cache. I haven't checked what happens after a long time, when snippets expire. Also: once "Reload" is pressed, in one NTP, it causes *all* open NTPs to be populated with snippets.

I saw it happening. I think the sequence was: - History Sync is disabled - We receive snippets (and don't load them, because the state says disabled) - History sync is now enabled - We have no snippets <- At this point we should try to fetch but we don't. I'll have a look at what's going on there.

I'm not seeing it anymore, it properly fetches suggestions. We still get "Enable Sync" cards, but they get replaced by suggestions automatically. Mikel, do you still see the issue?
