dataitem not searching the rest of the word if the first letter is different

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/50.0.2661.102 Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Search a word like Bihar in the example code it doesnot search as it doesnot get matching first letter

2. it works for only first letter matching
3. 

What is the expected behavior?
the expected behaviour is that even if i search any substring of the dataitem option i should get that in my result

What went wrong?
when you start search ing with india or usa results are shown

but

if you start a search with DAV, or BIHAR IT DOESNOT WORK ON THE SUBSTRING

Status: Untriaged (was: Unconfirmed)
Verified the issue on Latest Stable# 51.0.2704.106 on Windows, Mac and Linux and was able to reproduce the issue.
This is a Non-Regression issue existing from M30# 30.0.1549.0 (Official Build 208818).
Changing the status to Untriaged so that the issue could get addressed.

Note: Working fine on Firefox, suggestions are given on entering text.
