Options drop down is not seen properly on translation bubble.

Issue description

Chrome Version: 52.0.2743.60 Revision 46a9ea04d63c03613e50f4df6d088de01ae8c1ef-refs/branch-heads/2743@{#538}(32/64 bit)
OS: Windows (7,8,10),Mac(10.10.5), Linux (14.04 LTS)

Pre-Condition: Enabled 'Translate 2016Q2 UI' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome,navigate to http://www.bbc.com/hindi (Translation bubble appeared)
(2) Click on 'Options' drop down and observe 

Options drop down is not seen properly i.e. it is overlapped on it.

Options drop down should seen properly i.e. it should not overlapped on it.

This is a non-regression issue, seen from 'M-52'(52.0.2728.0)

Able to reproduce the issue on win8.1 chrome version 52.0.2743.60 and canary
