InterpolationType hierarchy: Cleanup code order and visibility

We should review the visibility (public/protected/private) of functions in the InterpolationType hierarchy and reorder the code in the files to make the groupings of functions clearer.

I think this is fine now. If we come across any other specific changes we want to make, those will be addressed under the broader Objective (issue 654309).
