Overview is missing for some android apps.

Issue description

Google Chrome	53.0.2773.0 (Official Build) dev (64-bit)
Revision	0
Platform	8517.0.0 (Official Build) dev-channel samus-cheets
Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
1. Open multiple android apps and chrome windows.
2. Switch to overview mode.

Expected Result:

Actual Result:
Some of the android app overview is missing.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

Would you be able to try this with --ash-md=disabled (possible to set in chrome://flags) and see if you can observe similar problems?

abodeti@, did you mean "default" (which in M-54 enables the new overview) or "disabled" (which uses the old overview visuals and is what I was asking in #3)? If you don't see it anymore with a flag set to default, should the be WontFix?
