Emoji, voice and handwriting palette is not shown sometimes

What steps will reproduce the problem?
1. Open Settings -> Languages and input section
2. Enable "Show input options in the shelf" setting
3. Open new tab page and place cursor in text input field
4. Open the input options window from shelf

What do you see instead?
Emoji voice and handwriting palette is not shown sometimes
