Per a TAG issue (https://github.com/w3ctag/spec-reviews/issues/118) we'd like to instrument Chrome via histograms to track the set of URLS resolutions that would differ after the document's base URL has been dynamically changed. That change could come from `pushState()`, addition of a base element, or change to one.
