PDF Content Rendered Incorrectly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:47.0) Gecko/20100101 Firefox/47.0

Example URL:
http://www.defenseinnovationmarketplace.mil/resources/US_Fleet_Cyber_Command_Strategic_Plan_1520.pdf

Steps to reproduce the problem:
1. Navigate to http://www.defenseinnovationmarketplace.mil/resources/US_Fleet_Cyber_Command_Strategic_Plan_1520.pdf
2. Have Chrome PDF Viewer render the PDF file.

What is the expected behavior?
Content from the PDF is rendered correctly.

What went wrong?
Some content from the PDF is incorrectly rendered.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 51.0.2704.106 (Official Build) m (32-bit)  Channel: stable
OS Version: 10.0

This repro's only for the very first time when the browser is launched and we start scrolling the pdf page when the page is loading.

I could reproduce the issue on the latest stable(51.0.2704.106) and the latest canary(54.0.2787.0) on Windows-7. Somehow couldn't repro on the latest stable(51.0.2704.106) on Mac OS 10.11.5 and Linux Ubuntu 14.04.

Based on the above scenario bisected this and found to be regressed in M-48 branch.

Last good build: 48.0.2564.76
First bad build: 48.0.2564.77

On Linux, I saw a very minor text corruption one time with the word "warfighting" at the top of page 3, but not the massive font badness as shown in the screenshot in the initial bug report.
npm@ has been investigating font issues. Interested in taking a look?

I may be hitting this when viewing https://www.library.cornell.edu/preservation/publications/PreservingBooks.pdf.
