Material design settings allow to edit locked start up page

Issue description

Version: 53.0.2782.0 (Official Build) canary (64-bit)
OS: Win 7

What steps will reproduce the problem?
(1) Install https://chrome.google.com/webstore/detail/google-%D0%B2-%D0%BA%D0%B0%D1%87%D0%B5%D1%81%D1%82%D0%B2%D0%B5-%D0%BF%D0%BE%D0%B8%D1%81%D0%BA%D0%B0/kbjopffcocgcnkigpnnmpcoimhjbjmba extension. It overwrites the startup page.
(2) Visit chrome://settings/ (material design).
(3) Observe "On startup".

What is the expected output?
There is an explanation why it's disabled. One can't edit/remove google.ru

What do you see instead?
I can click both edit/remove. After editing the result is discarded.

IIRC, you can _always_ change your start page, in old settings as well in new settings. 

Can you capture a video of the behavior in the old settings? (chrome://settings-frame)
The setting can be locked by extensions. I guess it can be locked as well by policy.

We don't yet change the UI for settings that are controlled by extensions/policy, but it's on our list of dev-blockers.
