Clear Browsing Data shortcut does not function properly

features: what does it do? why do we need it?

bugs: repro steps (I did X and expected Y but Z happened!)

I used Shift + Command + Delete to access Clear Browsing Data. I expected the overlay for clearing browsing data too open. The screen showed blank with the navigation and alert at the bottom. Image attached.
