[Android, MediaRouter] MediaRouter dialogs crash on Android when the OS is trying to recreate the activity with the dialog open

Issue description

I fixed the same crash for the video flinging dialogs: see https://bugs.chromium.org/p/chromium/issues/detail?id=618993

Vadim, this could be a good starting bug for the take over of the Cast MRP in Clank :)

Precondition:
Chromecast should be available within the network.

Steps to reproduce:
1. Launch Chrome.
2. Go to storage.googleapis.com/presentation-api/index.html
3. Tap on the Start button (‘Cast to’ popup will appear).
4. Go to device settings> Display> Font size> Change font size to any size.
5. Tap on back twice to return back to chrome> Observe.


Observed behavior:
Chrome crashes 

Expected behavior:
Chrome should never crash
