Devlopment tools not working corectly

Chrome Version       : 53.0.2782.0 (Official Build) canary (64-bit)

What steps will reproduce the problem?
(1)inspect something on the page
(2)
(3)

What is the expected result?
The cursor does not change. Also the screen should stay the same.  

What happens instead?
The cursor changes to a a grey circle and page change size. 

Please provide any additional information below. Attach a screenshot if
possible.
only when you open the development tools.

Verified the issue on Latest Canary# 53.0.2783.2 and could not reproduce the issue.

Could you please re-check on Latest Canary# 53.0.2783.2 and also please provide us the screenshots of the issue which would us triaging the issue further.

Looks like my bad some how turned on device mode and did not realize it.
