Gerrit CQ does not apply patch to the latest HEAD |

Issue descriptionA pylint issue was fixed on HEAD, yet CQ did not apply my patch on HEAD and instead tried it on the same revision I had in my local checkout. After a rebase everything worked. See https://chromium-review.googlesource.com/c/356430/. This is different from how CQ operated on Rietveld. |
