Non-Regression : Chrome://history Page becomes unresponsive on Opening Dev Tools

Issue description

Version: 53.0.2783.2
OS: Ubuntu 14.04,Windows

Pre-Condition : Enable 'Material Design history' flag from 'chrome://flags'

What steps will reproduce the problem?
(1)Launch chrome -> Now Go to chrome://history page
(2)Now Press F12 to open Dev tools->Click on "Toggle device toolbar"
(3)Now Reload the page and close the Dev tools -> Now try to click on 'More Actions' Icon , 'Synced tabs' and 'CLEAR BROWSING DATA' Buttons and observe


Expected: Should be able to click on 'More Actions' Icon , 'Synced tabs' and 'CLEAR BROWSING DATA' Buttons
Actual: Instead Unable to click 

This is Non-Regression Issue seen from 50.0.2638.0

Issue is also seen in chrome://md-settings and MD-Downloads page i.e. 
Page becomes unresponsive when on
Open Dev Tools -> Enable 'Toogle Device toolbar'-> Reload the page -> Now close the Dev tools and try to click on 'More actions' Icon , 'Sign into chrome' Button and observe

Probably an issue with the way Polymer elements are interacting with devtools when device emulation is turned on. Links still seem to work.
