Issue descriptionVersion: 53.0.2783.2 OS: Ubuntu 14.04,Windows Pre-Condition : Enable 'Material Design history' flag from 'chrome://flags' What steps will reproduce the problem? (1)Launch chrome -> Now Go to chrome://history page (2)Now Press F12 to open Dev tools->Click on "Toggle device toolbar" (3)Now Reload the page and close the Dev tools -> Now try to click on 'More Actions' Icon , 'Synced tabs' and 'CLEAR BROWSING DATA' Buttons and observe Expected: Should be able to click on 'More Actions' Icon , 'Synced tabs' and 'CLEAR BROWSING DATA' Buttons Actual: Instead Unable to click This is Non-Regression Issue seen from 50.0.2638.0 Below is the MANUAL CHANGELOG URL: https://chromium.googlesource.com/chromium/src/+log/50.0.2637.0..50.0.2638.0?pretty=fuller&n=10000 Suspecting https://codereview.chromium.org/1650993002 from Manual Changelog @ calamity : Please feel free to re-assign if its not related to your change

Issue is also seen in chrome://md-settings and MD-Downloads page i.e. Page becomes unresponsive when on Open Dev Tools -> Enable 'Toogle Device toolbar'-> Reload the page -> Now close the Dev tools and try to click on 'More actions' Icon , 'Sign into chrome' Button and observe Attaching Video for reference

Probably an issue with the way Polymer elements are interacting with devtools when device emulation is turned on. Links still seem to work.
