Regression: Tab focus is seen on wrench icon instead of next extension icon after selecting 'Hide in Chrome menu' option.

Issue description

Chrome Version:53.0.2783.2 65c6178c55984c82fb8bebd4999395c4b364b621-refs/branch-heads/2783@{#3} (32/64 bit)
OS:Windows (7,8,8.1,10),Linux (14.04 LTS)

Pre-Condition: Add any two Extensions into browser.

What steps will reproduce the problem?
(1) Launch chrome, click on omnibox then press F6
(2) Press Tab key upto focus reaches to extension icon, right click on it and select 'Hide in Chrome menu' option  
(3) Observe the focus.

Tab focus is seen on wrench icon instead of second extension icon after selecting 'Hide in Chrome menu' option.

Tab focus should seen on next extension icon.

This is a regression issue, broken in 'M-50', below is bisect info:

Good Build: 50.0.2655.0
Bad Build: 50.0.2657.0

Just to update:

Issue is reproducible on latest canary 55.0.2878.0
Status: WontFix (was: Assigned)
I think this behavior is fine.  The action the user highlighted has moved into the chrome menu, so highlighting the chrome menu seems appropriate.  It even serves as a (very subtle) extra bit of information as to where it went.
