Regression: Unnecessary ripple effect is seen on slider bubble in Galley.app

Version: 53.0.2773.0/8517.0.0 (Official Build) dev-channel x86-Alex, Daisy, Butterfly, Lumpy

What steps will reproduce the problem?
(1)Sign in to user>> Launch browser>> download 2,3 images>> open it in Gallery.app>> go to edit settings>> go to brightness settings>> Try to change>> brightness or contrast settings by using click and drag the slider bubble>> Minimize the Gallery.app and Maximize>> and observe the Slider bubble

Expected: On minimizing and maximizing the Gallery.app, unnecessary ripple effect should not be seen on slider bubble
Actual: Instead unnecessary ripple effect is seen on slider bubble 

This is a Regression issue as issue is not seen latest M51: 51.0.2704.79/8172.47.0 stable-channel Daisy

Issue is not applicable to Linux and Windows

Able to reproduce the issue on Butterfly using chrome version 53.0.2773.0/8517.0.0
