Regression: Web pages appear weird on installing dark theme.

Issue descriptionChrome Version: 53.0.2783.0 (Official Build)956d75c97da94022381b07c336a4c258b04fb8bc-refs/heads/master@{#402676} 64 bit. OS: Mac (10.11.5), (10.11.4) Steps: 1. Launch chrome and open chrome://settings/ , chrome://help/ 2. Now navigate to https://chrome.google.com/webstore/detail/core/gkhcgfdghbiidgeccbldhfceleibkkpe?utm_source=chrome-ntp-icon 3. Install the theme and open the previously opened chrome://settings/ , chrome://help/ tabs and observe. Actual: Webpages appear weird on installing the theme Expected : Webpages should be properly seen. This is a regression issue broken in M-53, will soon update the other info.

This issue is also observed in Gmail (With Theme) for any new incoming mails. (Screen Shot attached) From the above CL, suspecting change #402582 could be the possible culprit. @ erikchen: Request you to please take a look into it. Please help us to reassign if not with respect to your change. Change URL: https://chromium.googlesource.com/chromium/src/+/ccd5fbaca5867773830b38ea64c2a79f932f6478 Increasing the priority and adding RBD label as seeing this on any new incoming mails in Gmail. Please undo if not the case.
