Regression: Web pages appear weird on installing dark theme.

Chrome Version: 53.0.2783.0 (Official Build)956d75c97da94022381b07c336a4c258b04fb8bc-refs/heads/master@{#402676} 64 bit.
OS: Mac (10.11.5), (10.11.4)

Steps:
1. Launch chrome and open  chrome://settings/ , chrome://help/
2. Now navigate to https://chrome.google.com/webstore/detail/core/gkhcgfdghbiidgeccbldhfceleibkkpe?utm_source=chrome-ntp-icon
3. Install the theme and open the previously opened chrome://settings/ , chrome://help/ tabs and observe.

Actual: Webpages appear weird on installing the theme

Expected : Webpages should be properly seen.

This is a regression issue broken in M-53, will soon update the other info.

This issue is also observed in Gmail (With Theme) for any new incoming mails. (Screen Shot attached)

From the above CL, suspecting change #402582 could be the possible culprit. @ erikchen: Request you to please take a look into it. Please help us to reassign if not with respect to your change.

Increasing the priority and adding RBD label as seeing this on any new incoming mails in Gmail. Please undo if not the case.
