Regression:Contents of reset overlay doesn't appear after zooming the page to 300%

Chrome Version:53.0.2783.2 65c6178c55984c82fb8bebd4999395c4b364b621-refs/branch-heads/2783@{#3} (64 bit) 
OS:Mac (10.11.4)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings
(2)Click on iron icon,click on 'advanced' option and click on 'reset' option
(3)Click on 'reset' option such that overlay appears,zoom in the page upto 300% and click on fullscreen icon,observe.

Actual: Contents of reset overlay doesn't appear after zooming the page to 300%

Expected: Contents of reset overlay should be properly displayed after zooming the page to 300%

This is a regression issue broken in 'M53' and will soon update other info.
