Regression : Unnecessarily I-beam pointer is seen after hovering the pointer on 'Custom spelling' button in md-settings.

Chrome version : 53.0.2783.2 (Official Build) 65c6178c55984c82fb8bebd4999395c4b364b621-refs/branch-heads/2783@{#3} (32/64 bit)
OS :  Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://md-settings, scroll down the page and click on 'Advanced'.
2) Go to 'Languages' section and click on 'Spell check' drop down.
3) Now hover the mouse pointer on 'Custom spelling' button and observe.

Actual : Instead of hand pointer, I-beam pointer is seen after hovering the mouse pointer on 'Custom spelling' button.
Expected : Hand pointer should be seen after hovering the mouse pointer on 'Custom spelling' button.

This is a regression issue broken in 'M-53', below is the Manual regression and will soon update other info.
Good Build : 53.0.2782.0
Bad Build : 53.0.2783.2

Note : 
1) The same issue is also seen for 'Manage Languages' button under 'Language' drop down.
2) Above issue is also seen on Linux(14.04 LTS) and Mac(10.10.5, 10.11.4) OS.
