What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/autofill
2. Click on 'Add address' link and fill all the data in fields and click on 'save' button
3. Now again click on 'Add address' link and press 'Tab' key from keyboard, observe the focus movement.

Actual : Focus issue is seen as focus does not move on all the present fields in auto fill overlay 
Expected :Focus issue should not be seen and focus should move on all the present fields in auto fill overlay 

This is a non-regression issue, seen from M-53 series as 'Add address' option in Autofill is enabled from build # 53.0.2783.2
