Regression: Chopped ‘Please read infobar’ is seen on ‘Md-settings’

Issue description

Chrome Version:53.0.2783.0 (Official Build)956d75c97da94022381b07c336a4c258b04fb8bc-refs/heads/master@{#402676}
OS: MAC(10.11.4)

1. Launch chrome and navigate to chrome://md-settings
2. Observe the infobar.

Actual: Chopped ‘Please read infobar’ is seen
Expected:  ‘Please read infobar’ should be seen proper.

This is regression issue, broken in ‘M 53’ and will soon update the bisect info

Providing ChangeLog as above issue is not reproducible on chromium build:

Suspecting: r402396 ?

Good build:53.0.2782.0
Bad build:53.0.2783.0

Kindly help to re-assign, if your changes are not cause for this issue.

Note: This is Mac (10.11.4) specific issue not seen on Mac (10.10.5), Windows and Linux OS.

With response to comment #4:

Above is is reproducible with the following steps:
1. Launch chrome and navigate to https://chromium.googlesource.com/chromium/src/+log/53.0.2782.0..53.0.2783.0?pretty=fuller&n=10000
2. Scroll down the page and observe footer of the page. 

Note:
1. Above issue is reproducible on Latest Chrome Version: 53.0.2784.0 using Mac Pro (10.11.4) Mac Retina(10.11.5) and Laptop specific.
