Issue descriptionChrome Version:53.0.2783.0 (Official Build)956d75c97da94022381b07c336a4c258b04fb8bc-refs/heads/master@{#402676} OS: MAC(10.11.4) 1. Launch chrome and navigate to chrome://md-settings 2. Observe the infobar. Actual: Chopped ‘Please read infobar’ is seen Expected: ‘Please read infobar’ should be seen proper. This is regression issue, broken in ‘M 53’ and will soon update the bisect info

With response to comment #4: Above is is reproducible with the following steps: 1. Launch chrome and navigate to https://chromium.googlesource.com/chromium/src/+log/53.0.2782.0..53.0.2783.0?pretty=fuller&n=10000 2. Scroll down the page and observe footer of the page. Note: 1. Above issue is reproducible on Latest Chrome Version: 53.0.2784.0 using Mac Pro (10.11.4) Mac Retina(10.11.5) and Laptop specific.
