Regression: Weird background highlight is seen on switch person overlay.

Issue description

Chrome Version: 53.0.2783.0 (Official Build) 956d75c97da94022381b07c336a4c258b04fb8bc-refs/heads/master@{#402676}
OS: Mac

Steps:
1. Launch Chrome and click on avtar icon.
2. Select switch person overlay and observe.

Actual: Weird background highlight is seen on switch person overlay.

Expected: Background of switch person overlay should be seen properly.

This is a regression issue broken in M-53, will soon update the other info.

Can't reproduce on Mac (10.11.5) with the latest Chrome build. The old user manager is retiring in M53 anyway. Let's keep this open to see if it happens consistently and on other platforms. We can investigate further then.

With response to comment #4, above issue is also seen on chrome://history page on Mac (10.11.4)

With response to comment #7, above issue is fixed on latest canary version-54.0.2838.2 on Mac (10.11.5).
